Corangamite Shire’s Arts and Cultural Strategy 2010-2015 identifies Public Art as a key objective. In June 2012 the Shire adopted a Public Art Policy which provides a framework to support the development, acquisition, management, conservation and support of Public Art within Corangamite Shire.

Timboon was chosen for the project following the completion of the Blueprint for Timboon Community Plan in late 2011, which identified opportunities for more arts and culture in the town as a local priority.
