What happened at the September 2022 Council Meeting
At its September meeting Council:
- Received the:
- results of the Audit and Risk Committee annual assessment for 2022 and
- biannual Audit and Risk Committee report for September 2022
- Appointed Community Asset Committees for the Camperdown, Cobden, Lismore, Skipton, Terang and Timboon swimming pools
- Endorsed the proposed Community Asset Committee for the Timboon Sporting Centre for 2022-2025
- Accepted a report detailing projects Council has completed with the Skipton community over recent years
- Gave in-principle approval to the Financial Statements and Performance Statement for the year ended 30 June 2022
- Authorised Councillors Conheady and Hickey to certify the 2021-2022 Financial Statements and Performance Statement in their final form after any changes recommended or agreed to by the auditors have been made
- Endorsed the Economic Growth and Prosperity Framework Project Plan and approves the Terms of Reference for the Project Reference Group
- Allocates $42,589 (excl. GST) to 22 Business Façade Improvement Program applicants and reallocated $7,411 surplus to the Small Business Assistance Grant Program
- Allocated $86,937.41 (exc. GST) to 28 Small Business Assistance Program applicants
- Adopted:
- the Memorial Policy dated September 2022
- the Records Management Policy dated September 2022
- Resolved to enter into, establish and operate the South West Councils ICT Alliance as a joint venture with the Chief Executive Officer and Director Corporate and Community Services on the Joint Venture Governance Committee
- Awarded ‘Contract No. 2023010 - Sealing of Various Local Roads throughout Corangamite Shire and Warrnambool City in 2022-2023’ to Boral Resources and deferred some jobs to 2023-2024 to keep costs in line with the Budget.
- Awarded ‘Contract 2023003 – Corangamite Regional Landfill Earthworks Plant Hire for 1 October 2022 to 30 September 2025’ to:

- Armistead Earthmoving PL;
- McLeod Levelling;
- WA Molan; and
- S&S Excavations;
- Varied the Special Charge Schemes for works on Cameron and Seymour Streets, Terang and Wright Street, Camperdown to acknowledge final costs and resolved to notify property owners benefitting from the works for the final costs for full payment within 30 days of the owner receiving notice or by 20 quarterly instalments, bearing interest at the rate set by Council Policy
- Declared a special charge to defraying some of the cost of constructing concrete footpath and associated works on Grey Street, Terang
- Allocated Quick Response Grants to:
- Camperdown Cricket Club ($500) to buy a new mower deck
- Darlington Community Committee ($350) to buy globes and scoria path for the Darlington Hall
- Terang RSL Sub-Branch ($500) to buy a new vacuum cleaner; and Timboon Bowling Club ($495) to buy a portable speaker
- Thanked the State Government for its investment in the Warrnambool to Melbourne railway line to enable the use of VLocity trains
- Expressed its concern that the catering service currently offered on V/Line services will be discontinued with the implementation of VLocity trains
- Instructed the CEO to write to the Minister for Public Transport advocating for retention of the catering service
- Expressed its deepest regret and grief at the death of Her Majesty The Queen Elizabeth II, conveyed sincere condolences to King Charles III and the Royal Family, affirmed the great affection and esteem in which Her Majesty was held, and expressed gratitude for her life of exceptional public service.
