What happened at the September Council Meeting
At its September meeting, Council:
- Received the biannual Audit and Risk Committee report for September 2021
- Granted planning permits for:
- a 10-lot subdivision at 12 Neal Street Timboon; and
- a dwelling and road access at 1 Princetown Road, Princetown
- Gave in-principle approval to the Financial Statements and Performance Statement for the year ended 30 June 2021 and authorised Crs Conheady and Hickey to certify the statements
- Adopted:
- The Municipal Public Health & Wellbeing Plan 2021-2025; and
- A revised Public Transparency Policy dated September 2021
- Designated the Terang Recreation Reserve as a Bushfire Place of Last Resort
- Resolved to:
- Undertake a risk assessment in relation to beneficial enterprises; and
- Proceed with Option B, Council as Developer, for the Unlocking Housing Timboon Project (Council will fully fund and oversee planning, re-zoning and subdivision and directly project manage and tender out civil and construction works, and control marketing and sales. All profit will be retained by Council, as would all risk including a requirement to fund all development costs)
- Proceed with Option A, Joint Venture, Council with Development Partner, for the Unlocking Housing Simpson Project (Council will seek a development partner to co-fund civil works, development costs, and undertake marketing and land sales. Council’s role is to engage with community, run planning scheme amendments and subdivision plans and oversee the project. Any risk and profit to be made from the project would be shared on a pre-determined basis with the development partner and land-owner)
- Allocated $49,220 (ex. GST) to 19 Business Façade Improvement Program applicants and $16,795.00 (excl. GST) to 10 applicants from the 2020-2021 carry forward budget
- Allocated $20,793 (excl. GST) to 10 Business Façade Improvement Program applicants
- Leased 129A High Street, Terang, to Western District Physiotherapy for five years
- Resolved to advertise its intention to enter into a one-year lease for 31 Main Street, Derrinallum as an Art Studio and shop
- Appointed Community Asset Committees for the Camperdown, Cobden, Lismore, Skipton, Terang and Timboon swimming pools
- Awarded Contract 2022013 - Sealing of Various Local Roads throughout Corangamite Shire and Warrnambool City in 2021-2022 to Boral Resources for $2,840,598.17 plus GST (defering various sealing jobs to 2022-2023 to keep costs within budget)
- Awarded the Telecommunications Purchasing and Management Strategy 2025 contract to Telstra for three years
- Allocated Quick Response Grants to:
- Port Campbell Progress Group Inc. ($500) for recovering materials and value from waste
- Derrinallum Lismore Community Association Inc. History Group ($352) for enlarging public art interpretive sign at Lismore Water Tower
- Bostocks Creek CFA ($500) to maintain building and grounds
- Skipton Cemetery Trust ($220) to buy and install security roller door lock
- South Western Districts Veterans Cricket Club ($500) to buy cricket balls and equipment.
