Tell us your ideas for the future of Corangamite Shire!
We want to hear your vision for the future of Corangamite Shire as we work with the community to guide council decisions and activities over the next four years and beyond.
This involves reconfirming and refreshing our Community Vision and Council Plan, as well as developing other supporting plans and strategies.
We started the conversation with a series of Community Kitchen Tables in 2024. The process continues throughout March 2025 with Community Conversation Sessions, an online survey and focus groups.
This is an opportunity to have a say on our community’s future – what you like, what you want to change, what you want to protect and what you want done differently.

Community Conversation sessions
We’re inviting the community to two sessions on Wednesday 12 March to plan ahead for the Corangamite community.
The sessions will include a presentation from guest speaker Sarah Wall, a decorated netballer who grew up in Corangamite Shire, before a workshop and brainstorming session.
We'll ask for input on your vision for the future of Corangamite Shire, including facilities and infrastructure; needs across different stages of life; environmental considerations for agriculture, recreation, energy use and emergency planning and response; and considerations for a thriving Shire, business investment, employment, education, volunteers and visitors

Community Vision
We’re reviewing and refreshing the 2040 Corangamite Community Vision, which was developed by a citizens jury in 2021. We want to confirm the Vision remains consistent with the community’s priorities. The Community Vision states:
“Our heritage from the First Nations through to the present day continues to be respected, preserved and promoted. We are innovative and proactive in all aspects of future planning. A flourishing, healthy environment is critical to the wellbeing of our shire. All Corangamite communities are thriving, healthy, fully interconnected and equitably treated. In journeying together for the betterment of Corangamite, community engagement is a vital part of community and council governance.”
The Vision identified four themes to guide Council’s plans for the future:
- FUTURE PROOFING: Adaptation and mitigation activities aimed at maintaining equitable life quality for all in the face of climate change.
- PEOPLE: Our community would like to see adequate living standards for all people via access to health, education, housing, relationships, transport and economic services to support our health and wellbeing.
- LIVEABILITY & LIFESTYLE: We need to ensure we have the facilities as per the needs of the various community groups within the local communities. We need continued council support to integrate and embrace our communities.
- PROSPERITY & INNOVATION: Prosperity is not just money or wealth but the creation and maintenance of strong, supported communities and quality of life. Everyone is included and no-one is left behind. Compassion and respect everywhere. Opportunity for everyone to undertake meaningful employment or volunteer. Opportunity to undertake challenging and extended education. Wellbeing and ‘happiness’ across all human needs.

Council Plan
Council is required to prepare a new Council Plan for each new council term. The plan reflects the strategic priorities and direction of the elected Council. The current Council Plan 2021-2025 sets out a vision for a connected and thriving community, the Council’s mission to foster opportunities, celebrate our identity and lifestyle, and provide high-quality and responsive services.
The Council Plan has five themes:
- A CONNECTED COMMUNITY: Connections are vital to rural communities such as Corangamite. We need to make sure that residents and businesses have good digital and mobile phone coverage, and that roads and transport options allow them to get around and do business.
- A THRIVING COMMUNITY: Corangamite has great communities and we want to make sure they are economically and socially vibrant.
- A HEALTHY, ACTIVE AND RESILIENT COMMUNITY: Council needs to support communities and individuals to be healthy, active and resilient.
- IMPROVING OUR ENVIRONMENT: A flourishing, healthy environment is crucial to the wellbeing of our Shire and underpins our tourism and agriculture sectors. We need to work with our community to improve the environment.
- COMMUNITY LEADERSHIP: Council plays an important leadership role. To be successful we need to ensure that Council is ethical, has a strong financial position and great staff.

Municipal Public Health and Wellbeing Plan
Every four years we develop a Municipal Public Health & Wellbeing Plan to provide a strategic framework to address health and wellbeing in our community. The plan must identify goals and strategies based on available evidence for creating a local community in which people can achieve maximum health and wellbeing.
The current plan covering 2021-2025 has four goals:
- A community that prevents family violence
- A socially and emotionally well community
- An active community
- A community that promotes healthy food options

Financial Plan
This 10-year Plan aims to ensure that we maintain our strong financial position. This is ensured by measuring financial sustainability risk assessments and ensuring they do not exceed medium risk over the long term.
Asset Plan
The Asset Plan demonstrates to the community how Council’s (infrastructure) assets will be managed and maintained over coming years and how council’s stewardship of its assets will meet the community needs and interests.
Council manages over $0.644 billion of infrastructure and property assets including:
- 181 public buildings (including halls, public toilets, playing field amenities, community centres), heritage buildings and council offices and depots
- 2195 km of roads comprising 915 km of sealed roads and 1280 km of unsealed roads
- 108 km of footpaths
- 187 km of kerb & channel
- 94 km of pipe
- 70 bridges and 47 culverts
- 45 playspaces
- 22 monuments

Positive Ageing & Inclusion Plan
This plan will aim to enhance the quality of life for residents by removing barriers and fostering an inclusive community.
It will guide efforts to identify and address community needs, promoting awareness and encouraging positive attitudes towards accessibility and inclusion.
Camperdown and Terang Structure Plans
We’re also developing new structure plans for Camperdown and Terang to guide future land use, development, infrastructure and other needs as the towns grow and change. They will join existing structure plans for other towns in the shire like Cobden, Timboon and Skipton.
The structure plans will plan an important role in guiding how Camperdown and Terang look and feel over the coming decades. Community voices are integral to the planning process, sharing their lived experience and understanding of the changing environment.
